Yes and No.

It depends on current session. Maybe there will be connected some developer of R* (admin), and will spectate you. Fragment has function to check if Admin is connecting on current session.

But i recommending give money once per time.

I don't know. Someone doing this for example once per day (per day e.g +15 mil.) and someone can have luck, and can give yourself e.g 30x 500 mil., and doesn't get banned.
